Deputy Director & Campaign Manager
Background and Purpose
New York is entering a pivotal moment in bringing its landmark Climate Leadership and Community Protection Act (CLCPA) to life. At the heart of that effort is an ambitious, economy-wide Cap-and-Invest program—designed to set enforceable limits on climate pollution while driving billions into consumer rebates, community transition plans, workforce training, and clean energy solutions.
To make this program bold and built to last, the U.S. Energy Foundation is seeking a dynamic consultant to serve as the Deputy Director & Campaign Manager. This leader will drive strategy, manage operations, and coordinate a powerful coalition to win a transformative Cap-and-Invest campaign—one that delivers real benefits to communities, safeguards the climate, and reshapes what’s possible in New York and beyond.
Scope of Work
The consultant will:
- Lead day-to-day management of the Cap-and-Invest campaign, including partner coordination, consultant oversight, and accountability for deliverables.
- Along with partner organizations. develop and execute an integrated campaign plan aligning field, communications, and policy strategies.
- Build and maintain strong relationships among advocacy partners, ensuring cohesion and shared accountability.
- Track and respond to narratives with rapid communications and coalition mobilization.
- Provide project management and reporting systems that enable partners and funders to assess progress against agreed milestones.
- Develop impact measurement tools and capacity-building efforts to strengthen partner organizations.
- Provide support in grantmaking decisions and grants management.
Eligibility
This RFP is open to:
Independent consultants, firms, or organizations with experience in campaign management, coalition leadership, and climate/energy advocacy.
Applicants able to dedicate 25–30 hours per week to this engagement from Q4 2025 through Q4 2026.
Applicants with demonstrated experience in New York political, policy, and advocacy landscapes strongly preferred.
Proposal Requirements
Applicants must submit:
- Organizational/Consultant Profile – background, relevant campaigns led, and expertise.
- Work Plan (2–3 pages) – approach to coalition management, campaign strategy, and centering equity. Include a description of proposed 90-day priorities.
- Deliverables & Metrics – suggested milestones, outputs, and metrics for success.
- Budget – proposed compensation within the $100,000 - $125,000 annualized range
- References – at least two professional references from relevant campaigns.

Requirements
- Lead day-to-day management of the Cap-and-Invest campaign, including partner coordination, consultant oversight, and accountability for deliverables.
- Along with partner organizations. develop and execute an integrated campaign plan aligning field, communications, and policy strategies.
- Build and maintain strong relationships among advocacy partners, ensuring cohesion and shared accountability.
- Track and respond to opposition narratives (e.g., affordability and “gas tax” attacks) with rapid communications and coalition mobilization.
- Provide project management and reporting systems that enable partners and funders to assess progress against agreed milestones.
- Support legislative engagement by coordinating government relations tactics and monitoring policy developments.
- Develop impact measurement tools and capacity-building efforts to strengthen partner organizations.
- Provide support in grantmaking decisions and grants management.
