Junior Proposal Consultant
Position Description
This is a great opportunity to work in a dynamic environment, as part of a highly successful consulting firm supporting Government Contractors. This position will report directly to the Senior Vice President of Capture & Proposals.
Candidate must be comfortable working in teams—including client personnel, other consultants, and coworkers—to collaboratively develop winning proposals. Candidate must be a quick learner and follow direction well. Candidate must also have a strong attention to detail. Candidate should be able to adapt to various client work environments.
This position will work primarily in a virtual environment, but candidate must be able to easily commute onsite to work in or around Chantilly, VA. Some travel may be required.
Specific Responsibilities
Read and understand government documents, client proposals, and related materials
Help create proposal documents such as storyboards, outlines, response templates, and compliance matrices
Coordinate dates, times, locations, and attendees for meetings, as needed
Help develop meeting agendas and presentations
Collect and proofread requests for clarification (Q&A)
Send, receive, and consolidate data requests to clients
Regularly attend proposal status meetings, and record and distribute meeting minutes
Monitor for Amendments, Q&A, or other updates to solicitations
Attend proposal strategy sessions, win theme development, technical solution working groups, color reviews and debriefs, etc.
Identify relevant content from prior proposals and/or perform copy editing, as needed
Facilitate the development and revision of proposal graphics
Perform document formatting and/or desktop publishing, as needed
Assist with proposal printing and production, when required
Requirements
Mandatory Qualifications:
Bachelors Degree or comparable experience
2-3 years of professional experience in proposal development
Fundamental knowledge of the government contracting industry, the Federal acquisition lifecycle, and the Shipley method
Proficiency in technical writing and editing, with a firm grasp of grammar and syntax
Adept at proposal layout and document formatting
Skilled with Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams) and Adobe Acrobat
Experienced with Microsoft SharePoint and/or other collaboration tools
Self-motivated with a strong work ethic
Highly organized with great attention to detail
Strong multi-tasking and time management skills to meet strict deadlines
Ability to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard
Optional Qualifications:
APMP and/or Shipley certification
Experience as a Volume Lead, Proposal Coordinator, and/or Proposal Manager
Skilled at reading solicitations, understanding the requirements, and parsing the instructions and evaluation factors
Ability to read and interpret contractual documents
Proficient in building compliant proposal outlines and compliance checklists
Adept at coordinating dates, times, locations, and attendees for meetings, as needed
Experience creating, sending, receiving, and consolidating data calls
Knowledge of standard bidding strategies, how to develop win themes, and how to identify competitive differentiators and/or significant strengths
Knowledge of the FAR
Familiarity with data sources such as sam.gov, USAspending.gov, GovWin IQ, etc.
