We are seeking highly motivated and experienced Regulatory, Compliance and Grants professionals to support telecommunications and broadband clients navigating complex regulatory and funding environments. Your degree of client ownership, judgment, and independence increases meaningfully across the roles. The five roles are:
The Director, Regulatory Affairs – Competitive Markets will serve as the face of our firm to a significant portfolio of client accounts acting simultaneously as a trusted advisor, strategic account leader, regulatory expert, business development driver, and team leader. You'll leverage deep industry expertise to solve complex regulatory challenges, grow and expand client relationships, develop new business opportunities, mentor junior consultants, and represent the firm throughout the telecommunications industry. This position requires 12+ years of experience managing regulatory and compliance matters for competitive carriers and new market entrants, including CLECs, MVNOs, nationwide telecommunications providers, and aggregators, along with extensive expertise in FCC and state regulatory compliance, demonstrated leadership experience, and a proven track record of account growth and business development.
The Regulatory Affairs Consultant will serve as the face of our firm to a significant portfolio of client accounts acting simultaneously as trusted advisor, dedicated account manager, and expert regulatory consultant. You'll leverage deep industry expertise to solve complex challenges, mitigate risk, and help clients navigate the intricate world of state and federal regulations, all while partnering closely with our sales team to grow existing relationships and help bring new clients into the fold. This position requires experience managing regulatory and compliance requirements for competitive carriers and new market entrants, including CLECs, MVNOs, nationwide telecommunications providers, and aggregators.
The Director, Grants & Post-Award Compliance will lead and grow JSI's grants and post-award compliance practice, serving as the firm's senior authority on broadband grant compliance while overseeing practice strategy, client delivery, business development, and team leadership. This executive-level role owns the practice's revenue and growth strategy, leads a team of managers and consultants, and partners with executive leadership to expand JSI's market presence. This position requires 12+ years of experience in grants compliance, telecommunications regulatory compliance, or a related field, including deep expertise in post-award compliance under 2 CFR 200 (Uniform Guidance), direct BEAD program experience, a proven track record of business development and revenue generation, and significant people leadership experience.
The Grants Compliance / Post Award Consultant will advise clients on post-award grant compliance, managing financial and reporting requirements, facilitating compliance with relevant regulations across various award programs and agencies. This position requires working knowledge of state and federal broadband grants programs and expertise in post-award grant compliance, including experience with 2 CFR 200 / Uniform Guidance.
The Senior Analyst will apply and grow their knowledge of regulatory affairs, contribute to the expansion of JSI services, and work alongside a collaborative team making a real impact in the industry. They will provide guidance on federal and state regulatory requirements, and industry best practices while partnering with internal teams. This role will coordinate and manage day-to-day service with internal and external teams. This position requires some exposure to FCC filings, USF programs, or state commission compliance—through coursework, internships, or entry-level work—and familiarity with the telecommunications or broadband industry.
The ideal candidates will possess telecommunications regulatory knowledge, strong project management skills, and a passion for helping clients succeed in an evolving regulatory landscape.
Requirements
Education
- Bachelor's degree in Telecommunications, Business, Communications, Information Systems, Finance, Accounting, or a related field.
Experience
- 2–12+ years of progressive experience in the telecommunications industry
